Enclo. No. 2.

62758/29. (51)

5.

On the 8th of November, 1929, I issued

a proclamation bringing Part III of the Female

Domestic Service Ordinance, 1923, into force with

effect from the 1st of December, 1929, and

Regulations under paragraph 6 (2) of the ordinance

were simultaneously published. Copies of the

proclamation and regulations are enclosed.

considering these regulations in Executive Council

Before

I discussed the draft with the members of the

District Watch Committee at a meeting at which the

Colonial Secretary, the Attorney General and the

Secretary for Chinese Affairs were also present.

My object was to enlist Chinese support for the

policy of His Majesty's Government in this matter,

as suggested in paragraph 11 of Your Lordship's

despatch, dated the 22nd of August, 1929, and to

ascertain the views of the District Watch Committee

as to the best means of carrying out that policy.

The regulations as finally adopted by Executive

Council are substantially in the form agreed to by

the District Watch Committee.

6.

With regard to the date 1st of December,

1929, on which these regulations are to come into force, some time is required following the final approval of the forms in order to enable these to be

printed and preparations to be made for registration.

A period of six months is allowed within which all

mui-tsai now in the Colony are to be registered.
